Please assist in protecting the limited resources and integrity of our acceptance standards by treating the following program parameters as confidential until other prospective participants are considered by the Network for Residency Qualification: This program is generally proven successful in detail and intent in other cases, but is specifically tailored to the needs of this client in this submission. All recommendations and procedures contained here are proven effective in past cases, already in process with Ms. Davis and needing continuation, based on conversion and reestablishment of career functions and talents she has already developed needing conversion assistance or are known career potentials with existing clients already developed by the Network and awaiting availability of competently trained and apprenticed service providers. It is the purpose of this specific program to equip and competently train Ruth to productively fill those existing requirements and return her to self-sufficient and educational capability.)

Description of Disability

Electro-magnetic fields (EMF) are present any time alternating current electricity (the type of power in any home or power line) is present. It is measured simply and accurately with common meters and has been in scientific awareness for 200 years. Its effect on human health has been surfacing dramatically for the last 50 and is now reaching threshold proportions in the international medical community.

Ruth collapsed at work in March, 2005 following a protracted deepening of hyper sensitization to measured elevated work and living place electro-magnetic field (emf) exposures, known by many international medical researchers and the World Health Organization to be harmful and fatal environmental stressors (see the Bibliography of relevant medical research under her case description on the Smart Shelter Web Site at www.smartshelter.com). This case and Ruth's hypersensitivity to EMF are now confirmed with procedures with the Colorado Department of Labor and Employment (see her case history documents on the Smart Shelter Website).

Ruth's case mirrors that of Dr. Lynda Walters, MD (also supported and analyzed by Smart Shelter) who underwent sleep deprivation and fibromyalgia onset related to similarly documented workplace EMF ... with one major difference: Dr. Walters accessed the correct information soon enough to resign her position (Emergency Room Physician- Grand Junction) to experience complete restoration of sleep function and recinsion of all fibromyalgia syndromes prior to "thresholding", which is a deepening point of reactivity. Once experienced there is no known methodology for a return to normalcy. Ruth's threshold as a result of prolonged exposure to extreme fields is permanent and irreversible. Her possibilities only include complete removal from electro-magnetic fields ... in living environment, workplace and vicinity... obviously mandating a complete restructuring of her life if she is to return to health and productivity. Conference with Dr. Walters substantiated this condition and concluded with the doctor's recommendation of immediate removal based on her own case history with EMF.

As it was, the timing of access to the proper environmental testing and field measurements, the consulting advice of both Smart Shelter and Dr. Walters to remove herself or face life threatening consequences was timely but not entirely fortuitous. Her removal from those fields and rudimentary establishment of lifestyle and accommodations relatively free of emf stressors quite probably saved her life (they are known and documented carcinogenic affectors), but she remains and will continue to be sensitized to emf for life. On the brighter side, however, the improvement in her health and capabilities following residing in non-field environments has been dramatic, supporting the diagnosis that this needs to be the regimen she follows permanently.

The phenomenon in Ruth's case is now supported by Colorado Department of Labor and Employment decisions and currently awaits testing and confirmation by the medical community ... a catch 22 in that if she lived in Europe or Africa the medical community would be available already qualified in diagnosing and treating the disease, but the American Medical profession remains largely dated in these technologies for testing and diagnosis. What is needed here and is one of the procedural objectives in this case is to discover reputable medical specialist/researchers renowned in the fields of sleep disorders (she did not sleep for 6 months), neurology (nerve damage) and rheumatology (arthritis) willing to undergo training and research in the EMF field, coordinate their study of the already amassed scientific research documentation on EMF, constructing testing mechanisms and perform them leading to certification of Ruth's hypersensitivity through conventional medical lines. Some of these researchers are already on line.

Once qualification and testing is completed, Ruth faces completion of a multifaceted program outlined below to create her own safe living environment, locations safe from contaminants and re-equiping/ expansion of her already well established career pursuits. This is not in itself enough. This program adds to it training and equipping her for advocacy, testing and educational work so that she can identify and hand on to others similarly affected the knowledge she has and will have earned through frightening, painful and destructive experience as a vital demonstration of the capability of the human will to not only survive the mysterious and unknown destructive impacts but to move above and beyond them with the end result of turning them into an enlightening and freeing experience for others as our development of human medical technology moves ahead once again into yet another sector of what will most certainly become (if it isn't already) part of all of our futures.

Career/ Income Source Objectives

(The recovery and restructuring of an E.I.s lifestyle and self-support/productivity is problematical enough without the added burden of necessitated advocacy and assistance work for other affected and the public in general. It is not, however, socially advisable to structure such a lifestyle or a program not to include this as a mandated necessity, which has been included here as a primary objective. For the long term protection of potentially volatile income sources and health capacity to perform, an income diversity approach is used spreading target income sources evenly over re-establishment of already developed capabilities, training and development for new job functions, public/private funding of public advocacy, support and education functions and quid-pro-quo tradeoff services such as the E.I. Land Steward Program rental/site exchange service)

(This retraining and development program focuses first on the recipient acquiring and developing their own portable, off-grid Micro-Habitat domicile as disability equipment and specially formulated to accommodate those with environmental sensitivities. It is retained throughout their life span ... to most of us, it is the equivalent of an iron lung to a polio sufferer.

The second phase concentrates on radical cost of living reduction through minimalist lifestyle, which is well developed in the Smart Shelter E.I. Land Steward Program.)
